Find Your Country’s Accessibility Law: Introducing the National Accessibility Laws Finder
If you operate a website or digital service in Europe, accessibility compliance is no longer optional. Governments across the continent are introducing or strengthening regulations to ensure that digital services are usable by people with disabilities.
However, understanding which accessibility law applies in each country can be confusing.
Every European country implements accessibility requirements slightly differently. While many regulations align with WCAG (Web Content Accessibility Guidelines) and EN 301 549, the actual legislation often has different names, scopes, and enforcement mechanisms.

The European Accessibility Landscape
Before looking at national regulations, it is important to understand the broader European framework that shapes accessibility legislation.
EU Web Accessibility Directive (2016/2102)
The Web Accessibility Directive applies to public sector bodies across the European Union. It requires government websites and mobile applications to be accessible to people with disabilities.
The directive establishes a technical baseline by referencing the European standard EN 301 549, which aligns with WCAG 2.1 Level AA.
Public sector organizations must also publish an accessibility statement explaining the accessibility status of their digital services.
European Accessibility Act (EAA)
The European Accessibility Act (2019/882) expands accessibility requirements beyond the public sector. It introduces obligations for certain private sector services, including:
- e-commerce platforms
- banking services
- transport services
- ticketing systems
- telecommunications services
The EAA will apply across the EU starting 28 June 2025, making digital accessibility a key compliance requirement for many businesses.
Why National Accessibility Laws Still Matter
Although EU directives create a shared framework, each country implements accessibility rules through national legislation.
This means that organizations often encounter different law names and regulatory frameworks depending on the country.
Although these laws differ in name and structure, most ultimately rely on WCAG accessibility standards.
Introducing the National Accessibility Laws Finder
To make accessibility regulations easier to understand, we created the National Accessibility Laws Finder on the EaseAccess24 Accessibility Standards page.
The tool allows users to:
- Search for any European country
- View the national accessibility law(s)
- Understand who the regulation applies to
- See which technical standards are required
- Check whether EaseAccess24 supports compliance with those requirements
Instead of researching multiple government websites, organizations can find the relevant information in one place.
What Information the Tool Provides
When a country is selected, the tool displays a country card with detailed regulatory information.
Country
The selected country in Europe, along with its national accessibility framework.
National Law or Policy
Each country may have one or more accessibility regulations.
Scope
The regulation specifies which organizations must comply.
Possible scopes include:
- Public sector – government bodies and public institutions
- Private sector – companies offering digital services
- Both sectors – laws covering all service providers
Technical Baseline
Most accessibility laws reference technical standards such as:
- WCAG 2.1 Level AA
- EN 301 549
These standards define how websites and mobile apps must be designed to ensure accessibility for people with disabilities.
EaseAccess24 Coverage
The tool also indicates whether EaseAccess24 supports compliance with the requirements.
Three coverage indicators are used:
✅ Covered by EaseAccess24
The regulation is based on WCAG or EN 301 549 standards, and EaseAccess24 supports compliance with those requirements.
⚠️ Partially Covered
The regulation includes WCAG alignment but may also introduce country-specific frameworks or additional requirements that require mapping.
❌ Not Covered
Used only if a regulation clearly falls outside the scope of web accessibility tools.

The National Accessibility Laws Finder was designed to follow accessibility best practices itself.
The component includes:

- Visible focus indicators
- ARIA combobox and listbox roles
- Screen reader announcements when results update
